This is a list of unused plants, plants that have been planned, but never included in the games of the Plants vs. Zombies series. Some of these plants were later added as other plants with different names and abilities, while some have never left the concept stage.
Plants vs. Zombies
Not a lot is known about the scrapped plants from the original Plants vs. Zombies. Judging by images of beta content, some of the scrapped plants are known, but their function is not.
According to the sketch image on the right, some of the plants that have not left the concept stage are: a carrot plant, a small cherry (similar to Cherry Bomb), what seems to be a dandelion, a Venus flytrap plant (that seems similar to multiple Chompers), an unknown plant with a gun and an unknown plant with tentacles (possibly a predecessor to Gloom-shroom).
Unlike the previous plants, the beehive plant on the left side had a finished sprite, which may mean that it was in the game at one point.
Plants that returned
What is interesting about these plants is that, while they were not included in the original game, all but one of them were planned to appear in the Chinese game Plants vs. Zombies: All Stars, but were scrapped. Not even their designs are much different that the original concepts. From left to right, top to bottom, translated from All Stars, their names are: Trumpet Vine, Pineapple, Blueberries, Ball Cactus, Apple, and Pomegranate.
The only plant which does not reappear is the bamboo plant.

Plants vs. Zombies: All Stars
Some plants in Plants vs. Zombies: All Stars were removed from the game and replaced by other plants for unknown reasons. These plants were all in the game at some point, but they were eventually taken out of it. Currently there are four canceled plants associated with that game.
Tropical Cannon was replaced by Coconut Rocket Launcher, God Dragon Grass was replaced with Twin Head God Dragon Grass and Liontail was replaced by Foxtail. Lychee Bomb was removed for unknown reasons.
